It'd be epic if there were towers this large on Vvardenfell. Maybe back on the mainland... TR's Port Telvannis was a large settlement but the core structure wasn't nearly this large.
Nice job, it has me wanting to design a huge Telvanni town inside a tower!
That makes sense. I went through Redoran too, the first time I played it. It does really have an authentically 'Morrowind' feel to it, especially with the 'duty, gravity, and piety' theme. Hlaalu, on the other hand, I never really cared for. It was nice because it gives you some insight into the Empire's side of the 'clash of civilizations' theme, but it also made me really hate the Empire even more, and it just felt too... conventional.
By the way, as far as Telvanni goes, if you haven't already, you should check out the 'Rise of House Telvanni' mod for the PC version. It really gives you a great feel for Telvanni culture in a way that the original Telvanni plotline doesn't. It begins once you reach Archmagister rank, and involves aggressive Telvanni expansion throughout Vvardenfell. [link] It might inspire some of your art; plus, it's also just really fun.

By the way, just out of curiosity, which of the Houses is your personal favorite in the game? Mine is Telvanni, because I love mages.
